Single Step Transfer oxe4400 R10.1.1 SIP Header

Dear All,
I found the some strange SIP-Header when I use RequestSingleStepTransfer from GenesysAgentDesktop, for Customer Survey propose. I will represent PCAP log bellowing to explain for more question.
Request-Line: INVITE sip:1600@10.201.80.1;user=phone SIP/2.0
Allow: INVITE, ACK, CANCEL, BYE, PRACK, NOTIFY, REFER, SUBSCRIBE, OPTIONS, UPDATE, INFO\x0d\x0a
Supported: replaces,timer,path,100rel\x0d\x0aUser-Agent: OmniPCX Enterprise R10.1.1 j2.603.20.i\x0d\x0a
Session-Expires: 1800;refresher=uac\x0d\x0aMin-SE: 900\x0d\x0a

The scenario is
Agent Login (9217)
PABX (10.176.81.3)
Customer (0846406777)
AccessResource (1600)
GVP EMPS (10.201.80.1)
RSI for Survey (9056) --> Not Shown in PCAP
After Customer finished conversation with Agent, Agent request Single Step Transfer to RSI Survey. As T-Server got GVP Port and send all information back to PABX. PABX will send INVITE Method to EMPS as PCAP above log. I wondering why PCAP Header display To: <sip:9217@10.176.81.3;user=phone>\x0d\x0a Why not sip:1600@10.201.80.1
Please feel free to share any suggestion to me, Note I am focusing Patch R10.1.1 is something wrong because While I ever used R9.1 still fine But bad luck I have not PCAP to insist my assumption.
