4018 one-way audio in remote office

hi all,
please assist my issue. Let me explain my question, I have OXE R8.0
In site-A (Main office), have GD, CS, T1 Trunk, and Digital Phone
In site-B (Remote office), have GD, Digital Phone
In site-C (Remote office), only ip-phone
site-A use MPLS to connect site-B and site-C
After testing, site-A users can call to site-B and site-C. Everything is OK. site-B and site-C users can get site-A T1 trunk for outgoing/incoming call.
only site-C call to site-B have one-way audio, or site-C call to site-B have one-way audio
I login in CS and ping site-B GD IP and site-C ip-phone IP. It is OK.
however, i telnet site-C ip-phone and then ping site-B GD IP. It is not any response.
It is need to add rounting from site-b to site-c in router? or any mistake setting in OXE?
