Overflow on no answer and busy through Facilities

Hello all,
I'm testing the overflow settings on my lab and I'm having problems with the configuration.
On the Facilities tab of the User there are some parameters that are refered as Multi-Line properties. 2 of the parameters are 'Overflow on no answer' and 'Overflow on busy'. When marked these should overflow the calls to the associated set.
I've configured a user with no overflow by default on the Phone Feature CoS, I've programmed a multi-line key in order to make the set Multi-line and when I check (validate) the 'Overflow on no answer' setting it doesn't overflow.
If I validate the same setting on Dynamic State User it does overflow.
Hope anyone can explain me how the overflow works or what can be wrong on my configuration...
