Error: OBJECT -1: ATTRIBUTE 0: All the user areas are alloca

Hi everybody,
I'm installing OXE R10 (Crystal, 2xCPU7-2) in phase 2. At phase 1, we have 500 analog and 20 digital licenses and done on last 10 months. At phase 2, we have add-on 300 new analog licenses. After loading new OPS file into PABX and checking enough 800 analog ext licenses (used 500, free 300).

But the PABX system only declared about 712 extensions (analog + digital). The remain extensions can not declare with message: "OBJECT -1: ATTRIBUTE 0: All the user areas are allocated".

I have checked Limited OPS in spadmin tool, option 8 and found: Number of Stations: 712. I think This is cause But I can not fix this. Pls help me. Thanks to everybody!
