No more memory space (remanent)

Hi Gents,
having an issue with adding a new OXE expansion_1 shelf. Current SW version is F4.401.13. After entering the required config data OXE replying with the message:
**no more memory space (REMANENT)**
Looks like we have an issue with the OPS files.
I have raised a case with alcatel, but would be graceful for any suggestions.

--para 41 was 17,xxx and now is 25,000

Did you reboot after you modified the cfgUpdate ?
Also, how many users do you have for real, and what's the value of para 1 ?

--yes, system was rebooted.
--para1 (Extensions) is 125 and for real is 24 (mgr/users/all).
installed an empty DB today and put on top the backup, result is same. also installed the latest static and dynamic patches. doesn't help.
