ISDN Cause User Busy - Cause code 17

Would it be possible to generate a User Busy (Cause Code 17) for intelligent call routing on an OmniPCX Enterprise running OmniVista 8770?

Incoming call via ISDN TG, you want to send - DISCONNECT USER busy?
Public network COS (Access COS) - item Incoming DID hold on busy set=0, DID overflow on total busy=0
