Egress Rate on Physical Interface

Hello All,
I am new to ALU and I am trying to get some information on the effects of settings an egress rate on a physical port.
When setting the egress rate it does not appear to allow for a CBS to be specified?? How do I determine the default MBS/CBS that is used?
Also, when setting an egress rate, and specifying a network queue policy... Does the egress rate get accounted for when the rate for an individual queue gets set? So for instance if I have:
port 1/1/1
ethernet
egress-rate 3000
!
qos
network-queue "test" create
queue 1 create
rate 50 cir 50
!
Does queue 1, if applicable to the physical port, this would give a CIR of 1500kbps?
