PE-CE L2 Service

Hi all,
I don't have an ISP background and what I am working in now is an ISP that get's to manage the PE and the CE. I am using VPLS to connect sites and this works great. What I am wanting to accomplish is a strict layer 2 tunnel of some sort between the PE and the CE. This tunnel or service will be completely isolated from the rest of the core network and should only be between the PE and CE - not distributed throughout the core. No IPs can be used.
What I am really trying to accomplish here is an extra set of eyes for monitoring of the circuit in-between the PE and CE. If the PE loses site of the CE,then this service goes down and I get an alert obviously.
I've tried a VPLS but the service on the CE is on the WAN port. The PE doesn't seem to care if this service goes down, i.e. the service stays up/up. I really need some type of indication that this has gone down.
