Since the key and deactivate parameter are deprecated in 7.3.1 , you must install licenses with files via But as I generated the keys on the dedicated site, all license-files had 1024 byte, except two, they were just 39 byte.
Even though the license-key is displayed, the switch won't accept the file.
Also I cannot upload a .csv file, because as soon as I submit, I get dedirected to a blank page.

Via hexdump i noticed, the 1024 byte files consist of 39 byte license, followed by 'a0 a0' , and after that filled with '00' til 1024 byte are reached.

Hi,
you can create your own lic-file. with editor open a new file and you can put all your licences strings without any other charakters line per line (only enter per line). All strings should have same length. Than you can copy this file in flash of all you switches. And at all your switches you apply this file. Every switch will choos its own licences string correctly.
If there are still errors than you have to create a ticket at ALE.
