PubKey Authentication limited?

Hi,
is Access via ssh limited somewho?
I mean except the max 8 logins which are described in the manual.
I configured pubkey for the admin user and i can login three times in a row and then i got this message:
ssh_exchange_identification: Connection closed by remote host
After a Minute (not exacty, around one minute) a login is working again.
I tried to play around with various settings but couldn't fix this behaviour.
Maybe this makes sense to avoid some brute force attacks but why this takes affect when the login is successful (e.g. via pubkey)?
