4059EE with SIP extension.

We installed 4059EE IP operator console to the our customers hotel. And we are facing strange issue of the call to SIP guest phone from 4059EE operator console.
As my understanding, the normal way to call to the extension from 4059EE is following.
Enter Extension No. + Call key (Reserved line) + Call key again (Ring)
However, behavior of calling to sip phone from 4059EE is totally different.
Enter Extension No. + Call Key (4059EE shows reserved but it already start to ring) + Call key again -> Disconnected.
If I don't press "call key" again, SIP phone could pick up the call but the call will be on hold after that. And then I need to press "call key" again to start the conversation with sip phone. I did test it by using 4035T attendant set.
But the behavior is a little bit different. It started to ring after dial Extension number and It can be answer the call and the call never be on hold.
We are using 3rd party sip phone for the guest room phone. It's AEI phone.
Does anybody have any idea for solving the issue?
