Metering/Costing shows no calls pegged for metering

Has anyone had an issue where metering counters are not working and calls won't show a associated cost? Using newest version OXO_103_018.001_ed2 in Hotel mode. Can't get any calls to show cost and in Hotel menu from Front Desk phone cost also shows $0. It's seems the OXO is not recognizing the calls and so is not putting pegging cost to them. Attached config screen shots. Also another thing is for some reason I can't change the "Advise of charge" to anything but "during the call".
