Incoming call priority

We have a customer who receives calls on two attendant sets then overflows to a paralell hunt group with ten users, no problem.
Customer has an issue if they are on a second or third call, they cant transfer the first external call without answering the second and third calls. I know external calls have priority over internal calls, is there a way around this ?
Customer has two general resource keys on each set.
