External calls routes to Attendant

All external calls routes to Attendant instead of directly going to intended DDI number.I have checked the features,routing,public and internal numbering plan parameters with no solution(OmniPcx R10.x).Please help

Make trace - you will see CALLED number (length, type..).
Describe management - public/private/restricted numbering plan according CALLED number (especially if called number length more then 8 digits).
