On call keys

I was wondering if there was a way to change the arrangement of keys on a 8029 phone.
Issue: Use gets incoming call as backup to receptionist (he's at his desk and not on an 8039 phone). He wants to transfer the caller to someone's voicemail. The Tran-> VMU button is available, but he has to press the down arrow on the 8029 3 times before he sees it. What I'd like is for when he's on a call: the first buttons he sees are Transfer and Tran-> VMU. Right now he sees Transfer and Conf.
