Means, we wants that Mr. a can't call from his mobile ( 998899889988) to oxo PRI

It's possible to block the call on a provider level, or use Smart Call Routing to reroute the number to a message or disconnect the call.
Smart Call Routing is a licensed feature on OXO, so I'd think you better contact your Alcatel partner/integrator.
If you already have the license, please check the installation manual or go to OMC > ACD (automatic call distribution) > smart call routing.

Well you can block calls from unwanted external number but on internal user basis, that means that you need to program "Selecive diversion" on every user.
