what makes a forward voicemail route not acceptable?

I have a CT user having a voicemail on OTMS. The VM number on the OXE subscriber is set, the type of voicemail is correct, the user on OT has the required Voicemail license and of course a voicemailbox associated. Yet OTMS tells me the forward route is not acceptable.
What could be the reason?
