OMS - OPS

Hello everyone,
I virtualize an OXE R12.2 and OMS and to my surprise I realize that licenses are needed.
Could someone send me these OPS in private please?
Or can you explain me how to use "standart" OPS ?
We do not have clients that virtualise ..
My problem:
Software Protection error 384 (when I want to create shell like write in documentation)
