I have a problem with 4645 voicemail I can not use two mailbox simultaneously(wait on voice mail)

Number of ports is not licensed, so just delete VM and create it again with the number of access equal to 16.

How many ports opened for VM in licenses?
When VM started - do you have incidents related to VM problem?

What about Eva_tool? Did you try - reset ports, enable all lines?
