No access to PCX config in Omnivista V4.2

My first post so please be gentle...
We recently upgraded Omnivista to V4.2 to accommodate new sites and lose a buggy V4.1.
We have a number of Windows Power Users who used Directory, Reporting and Configuration modules on previous versions without any problems. However, while Directory works fine, they cannot use Configuration and it times out waiting to connect to the PCX. Those of us who log in to Windows with Administrator access can use all modules without any problem.
The vendor suspects our SOE is to blame (Windows XP) but this has not changed for a couple of years and has only occurred since the 4.2 upgrade. PC's have full read/write access to C: & D: drive.
Any clues ???
