Call transfer to user with external forward doesn´t work

Hi All,
I'm trying to set up a forward to an external number for one user on an OXE Rel 11 and have an issue:

External incoming call via a 4645 VoiceMail Menu does not work (return inmediatly to VMMenu message "user not available" )
The external call transferred manually by any internal user does not work.
I've checked the user's COS connections and it looks like OK.
And PhFeatureCOS have : Transfer outgoing - incoming and Transfer Outgoing-Outgoing on both users.

Direct external (for the same incoming trunk ) call is forwarded fine.
The internal call is forwarded fine.
Any ideas if this is possible and where to check?

Hi Frank,
This is the scenario on OXE rel 11
1) User A is fowarded to external number. (work fine with internal calls)
2) Call incoming on analogic trunk to Voice Mail Automatic Answer
The issue is that the call can't reach the external number when dial the user A on VMAA.
I hope I've made it more clear.

Are you saying that an external call is coming to an Auto Attendant with the option to dial the user, or the external call is coming to the system and ends directly into the user voicemail?

The first option.
The incoming call is attendant for the AAVM with the option to dial the user number and it's can't transfer.

You have to give more information on the AA settings. It's like saying "I'm trying to go over there, but my car is not working" ... Well... Did you check the gas? Is the battery working? etc.... There are too many possibilities. Need details on your trunk, class of service, transfer class of service, and auto attendant.

Ok, I will upload this info.
The first intention for this post is to know if this is a working feature, I mean if someone has this working previuly.
I m tryng manual transfer external call from a user B to user A and same result (same trunks involved)

User Phfcos Bypass on forwording = 1
have you defined AND MANAGED on the 4645 (based on 4635 MENU , I NEVER WORK WITH 4645)
first of all what's the pnc of 4645 can it make external call
AREACODE FOR external call ? fe land call , mobile call , +11 etc
also calendar at what time does the 4645 CALL externally ? hourly , daily ....

Finnaly we found the solution:

We enable the Public Access for the default PN COS of Automated Attendant user under,
mgr/Class of Service/Access Cos/Public Access
