Rollover and VM rollover

How would I make a call go to:
phone 1 (then if not answered) --> phone 2 (main phone line) (then if not answered here either) --> to phone 1's voicemail
There will be several office phones (acting as the first phone, phone 1) that will go to the main line (phone 2) in this way.
I think it has to do with Phone Features COS?
