due to 6850 announces arp packages cause broadcast storm

Hello :

our 6850 switch have 5 network segments in the same vlan, the 4 Combo SFP ports link 4 floors branch of switchs,the 6th floor's zyxel switch uplink port

always detect the broadcast storm (i have set the rule the broadcast packages exceeds 500/s,the zyxel switch will alert).

i use the wireshark mirroring the uplink port , find our 6850 always arp the ip which is not on arp table,is it normal?

what solution can reduce the arp times? does the Internet ip scan the Intranet ip , so 6850 will arp the Intranet ip ?
