Connecting 6860 to 6900 on 40G

Hello,
I am trying to connect two switches over 40G link.
No VC, no autoconfig, no VFL (I think).
The cable is prefab with 40g ends; I am plugging it on both 40G ports on 6860 or on 6900 and they light up.
Once I plug them into 6860 and 6900, nothing works.
The strange thing is that when it's plugged on both 6860 ports there are not packets passed (all zeros on stats) - ?

Any suggestions would be appreciated, and

An update: connected cable between two 6860's: the status shows "forwarding" but still no packets exchanged.
The second 6860 still not connecting to 6900.

The QSFP-ports at all the OS6860 are not able as uplinks. You can use them only as VFL-ports between 6860.
