4645 Call transfer allowed only to specific numbers

Hello friends,
I need to implement call barring on a Voicemail 4645 Atomatic Attendant.
The idea is to allow to transfer directly from 4645 Automatic Attendant only to some specific numbers and block the rest of them.
Also we need an option for
Today I can only enable or restrict all calls with the parameter:
Auto Attendant Pub Net Transfer + True
The parameter Call Restriction COS : 0 (0 is the more restrictive level) but external calls are still outgoing .
I would like help me to establish if it is possible a general restriction with exception list (for example with the speed dial).
