Qsig problem

hello there .
i have alcatel lucent crystal pbx connected through qsig to SELTA TEL pbx.
the problem is that when the attendant at the alcatel site takes a call and transfer this call to the attendant of the selta site the operator can not transfer the call to any extension .
but when the call being transferred through any digital set from the alcatel site to the operator of the selta pbx it can transfer the call to any extension normally.
any ideas.
