Sip Public Numbering

I would have to configure a new Sip voip manager. All sip gateway configuration works. Outgoing calls and incoming calls. The problem is the configuration of the public sip numbering. I cannot find the right combination and all incoming calls arrive on the PO instead of on the destination phone. the sip number looks like:
390372xxxxxx@ip.com. How can I configure the installation number table and sip public numbering. Or where can I find documentation and examples on the subject?
