VH rack startup

Hello,

we have a 4400 as VH Rack with one extension.
Power cable is connected to each, front right side.

To reset from a mistake, i switched off (start up switch on front panel)
and unplugged the power connector cable for a while, and then reversed.
But only the extension get green LED, the main VH Rack keeps dark.

Also when plugging the power cord in the extension i hear the fans starting after a while,
no fans can be heard when plugging the cord into the main box.
I tried to swap the cords, same behaviour.
What is the way to start both parts correctly?

3.11 Commissioning
3.11.1 Power-up procedure

(switch rear panel, battery)
i did not touch this

(connect external power)
both. any sequence to observe here?

(lower the system start-up switch to 1 (front panel).)
is there a delay to observe here?

Is the a fan supposed to work when plugging into the main box?

I have opened the back door of the cabinet to see the switches on the back,
they were both in On. Switched front panel off, disconnected power cords, waited, switched back (batteries) off, waited.
The fans are not starting from the batteries switch on. Connected cords to front, only the extension fan rotates,
main rack fan does not move.
Moving system start-up switch to 1 only gives green for the extension.
Could this be a fuse?

Fuses were OK, batteries from 2012 where basicly dead ~0.6V, in both boxes.
The extension fan go on, when power cord is connected and batteries removed.
Swapping the power adapter from extension to main box allowed the fan to start and modules to operate.
A co-worker with very good technical experience found and swapped failed capacitors,
and that allowed the second power adapter to work also.
The cabling is a bit questionable: copper ends are neither soldered nor clamped.
But it the OXE works again fully.
I am very happy to have that solved.
