Hunt group overflow

Greetings
I have been trying to get a cyclical HGp to overflow, as stated in the doc's, on a R5.1 site, the incoming call is aimed to an entity x, which routes to the HGp which belongs to entity Y. The call rings on the HGp and overflows to the 2nd routing option of entity x once the trunk timer has expired, approx 30secs.
Ideally I would like the call to come into the HGp and overflow immediately if the HGp is empty or busy, I have set the camp on to 100% on the HGp though I don't really know what it should be set to in this instance. I have 5 sets working in this group. The doc's flow chart indicate 'Overflow if sets ( of HGp??) unavailable, or Waiting queue full??' unsure quite what this means and how it ties up with Camp-on , overflow of HGp and entity oflow.

If you want immediate overflow, manage "Autorized camp-on"=0.

Works like this: If you have 4 group members, and the camp on calls parameter is set to 50, the PABX will queu 2 calls (50%) of the onlogged (4) group members on the hunt groups number as long as the group is fully busy. the third call will go to the overflow destination. If camp on calls is set to 100 instead the PABX will put 4 calls on top of the busy group on queu. If parameter is set to zero the PABX won't queu any call and subsequently reroute every incoming call to the busy or empty group to the overflow destination.
