Adding a new line

Hi
I need to add a additional phone line. Normally when adding a phone to a free line i add the set type and the macaddress and everything works fine. When i create a new line and add the set type TSC IP does not appear and i cannot add the Mac address. I also get the error modification not allowed. Am i missing a setting. Any help would be awesome.
