OmniPCX Enterprise + VNA for Emergency E911

Hello Team,
I have read the datasheet of VNA to check if it meets my needs for a large number of users but I could not figure it out. I understand that OmniPCX server maximum users capacity is 100k users and it can integrate with VNA for E911 requirements however I could not verify if VNA will support 100k users as well by using the same VNA server or If I need multiple servers. So my questions are here
1. If I get the OmniPCX enterprise for 100k users and I need E911 service, would one VNA server suffice? if not, what is the solution?
2. If I must use multiple VNA servers for E911 service for 100k users, will these multiple servers be one cluster (one single image) like the OmniPCX Enterprise one image (multiple servers) for 100k users? if not, please clarify how can I use VNA for 100k users
3. Is 3rd party software required for management or connection or anything else?
Also, I have been trying to understand how will the VNA server handle the ELIN and PSAP but I could not get any clue. All I get from VNA data sheet is "Emergency call (911/112) management for on-site safety providing location information (per site/building/floor/area) for fixed phones, mobile handsets and softphone applications". Please help me understand how does the VNA handle the ELIN and PSAP.
