IBS out of service, directly at patchpanel it works

Hello.
I added a Alcatel 4070 IBS IO to a Alcatel 4400. The release of the 4400 is R3.0-c1.532-5-k-ge-c3s2.
For the connection i used a existing UA32 Card on shelf 0 port 24. The first link is cardport 30 and the second is cardport 31.
Then i added the IBS to the database with the "mgr tool" discribed like in post How install DECT station.
When i connect the IBS directly to the patchpanel it works perfectly. But if i connect it at the destination (about 200m cable length) where it should work
the "dectview ibs" say "OUTSERV" for the two links. I tested the cable, there is no pair mix, i connected cardport 30 with the desired port for the 1st link and cardport 31 with the desired port for the 2nd link. The a31-pin of the UA board is connected to 1, the b31-pin to 2, the a32-pin to 3, the b32-pin to 4 of the IBS jack (numbered from left, when the screws are at the top). The IBS flashes like "Self-test OK, base station operational. Normal operating state on 2 UA links (6 channels)."
Could the problem be the quality of the cable.
I used the same cable like the existing IBS stations.
