I have a Omnipcx Office Small Alcatel so cold reset, now I can not connect with the ip or Local V.25
192.168.92.246 address ip does not respond
Local V.25 does not respond; ppp-connection establishment failed
There is another way to configure
Please help me

Use a 4035, go into the Op Menu and check the IP is correct.
Can you ping that address? Your PC needs to be set in the same IP range.
V24 should always work, unless the port is faulty.. Do you get anything from it? Can you serial_swap it and see the hardware booting in terminal software?

Log in V24 (115200 8N1) and hit return at the login type swap_serial for the password a*****l (not allowed passwords but think about it) this will swap the V24 from login to trace, you can then watch the system boot up which should show you lots of things, one of which is the IP address that is being usedHow does the serial_swap

See TC0119:
"Some CPU-3m have a defect which is characterized by a system stop without restarting. The appearance of this defect is random and concerns only one part of the delivered products, corresponding to a precise period of production.
Loss of retention of some flash nand memories, supplied by STMicroelectronics and having the date code 720 (Week 20 of 2007). This date code could be used between weeks 25 and 46 of this year.
The defect concerns only the CPU-3m equipped with STMicroelectronics nand flash with date code 720."
Look for a chip with a ST logo on top and 720 printed at the bottom line.
If you do not have access to a spare CPU, use Lola to get it up and running again.
Later on the CPU should be replaced, as decribed in TC0119
