reverse polarity for call accounting

hi all,
i need to setup analog trunk reverse polarity to detect an outgoing call has established or not (for call accounting purpose).
the scenario what i need is :
when a user make an ougoing call, then destination party doesnt answer : accounting ticket is not sent (not printed out) to call accounting system.
the accounting ticket should be printed/sent to call accounting system only if the destination party answer the call.
and also, i need to setup the reverse polarity to detect call has disconnected from far end, so the trunk will automatically release.
how do i configure those?
