Hi,
As we all know 4635 voicemail system can be used to receive FAX in personal mailbox.

Is it possible to send a fax using 4635. If yes, then how should I configure it and what license will it require?

You need UC FaxServer.

Yes it is possible to send a fax from 4635.
But 4635 is not a fax-server. You can not send a fax, e.g., from Microsoft Word document via LAN. You can use it for Fax-on demand feature - you dial in, listen to prompts, enter your fax number and choose predefined document to receive.

But you need to have a 4635 mailbox? What can you fax then?

Sure you need a special type MB. There you program fax-machine number.
