Intermittant Call dropouts on PSTN -Omni PCX Office

Hey,
This problem has been occouring across multiple sites in Australia, PSTN lines will intermittantly disconnect, i have preformed the following work on the system.
- Modified transmission plan
- upgraded software release (on release 5.x, 6.x & 7.x)
- Replaced hardware (AMIX 484 etc. etc.)
- testing earthing
- installed HDD & ran traces (HDD is used for backup of trace logs), sent to Alcatel R&D with no solid answer either.. their suggestion was to build an in-line filter & capture busy tone...
Nothing seems to rectify the problem, i have consistantly logged jobs with the carrier, no results on their behalf also. I requested they change their jumpering in the pillar, which the carrier did and still dropouts are occouring.
Only on PSTN is this happening, its not a regular occurance with all customers but it is becoming more frequent where the OXO is having dropouts. Does anyone know a fix? maybe a product i can install across phone lines which either modifies inductance or something... just looking for an answer...
Is anyone having this same problem on the OXO?
It is very frustrating for the customer, myself also not being able to fix the problem. Any suggestions would be greatly appriciated.
