Alcatel Unleashed

I Have recently received my firs ECS compact, and have loaded the sw keys. I have sychronised up with a oxo system no problem. When i have tried to create users in the director the following is displayed "no service available". Is this due to the sw small packs restrictions ? How can i check exactly what license i have on the ECS.

Just working through my course notes and may have missed a simple step!
