4760 mail box recongiguration

Hi Experts,
I need assistance on 4635 voice mail system.
I have installed recently a4635 vpu-6 board in to one of client.
Problem what I am facing is whenever the mail box is full with the messages it use to give the options the caller that "press 1 to disconnect, press 2 to send the message to another number, or wait for assistance"
If external caller press 2 and any extension number he can deliver the message to any other mail box and which is not belonging to them. Or incase of time out the caller is routing from mail box to operator.
But client does not want both of these stages. They need the call will be saturated in case the voice mail box is full (they do not want to reroute the call to assistance or any other mail box).
How can I do this...?
Any one can please give me a solution regarding this..
