I have two suggestions assuming that file attributes or file format maybe wrong.

1. You should use VG Transfer Tool to upload the VG files to CS (not ftp directly).
It will take care about right path on disk and attributes associated.

- IP/Fax Parameters/Fax Relay Max Rate = default is "9.6 Kbits/s" and you may try "14.4 Kbits/s" (it helped in our case for incomming direction)
