attendant tranfer restriction.

Hi,
I have a budget software running on a 4400. I would like to restrict ONLY outgoing external calls originating from the attendant from being transferred to another user once the user has been barred to external calls. At the moment i have enabled ext. access on attend transfer but it is affecting both incoming and outgoing. How do i achieve restricting only outgoing calls.
