4635 reoccuring messages

I have users that are complaining of vm messages they have deleted reappearing in their vm box as an archived message days later...sometimes weeks later. What would make the system hold onto the messages and come back as archived messages and where do I start to correct this issue? The site is a mix between common and crystal hardware but their voicemail is a 4635.
