Easy:
First, create a number in the Public Dialling(Numbering) Plan which is type "Remote Substitution", let's say you make it 2222 (and that your installation number is 5555).
Second, go to "External Lines > Remote Substitution". Add an Access Control Code, for example 1234. You can set a voice guidance message (MSG1, MSG2 etc) if you want, otherwise it's just a beep.
Third, go to "Users" and select the user you want to give DISA access to (let's say it's 2020). Press "Details", and then press "Features". In Part 2, put a tick in "Remote Substitution".
So, you've done everything you need to do. Let's test it.
Call the public number you created before: 5555-2222. The system will answer with a beep (or a message if you selected one), which is your prompt to enter your access details. First, enter the system access code (1234), then the User number (2020), and the user's voicemail password (say it's 1234 as well). There will be a momentary pause, and you will recieve internal dial tone. From there you can dial zero or 9 for an outside line or punch in a User number or Speed Dial.
