4635 Type 32 zero option won't foward on busy

I've assigned my "0" destination in a Type 32 Mailbox to be a user on the 4400. If the user doesn't answer, it forwards to her VM, but if the user is busy it will not forward, and the TYPE 32 mailbox plays a message "I'm sorry an operator is not available" message. The Busy/noanswer works fine on the user set otherwise. Just not through the TYPE 32. Any work around for this either in the 4400 or the 4635?
