8450 6.1 coversheets

I have recently installed the 8450. I am trying to setup a profile and override user settings with profile settings. However, (even though under security>override policies are set to Disable user override) the user is still able to edit the org information and fax options. Before you say yet .. yes i restarted all of the services.
