Cycos MRS connection

Hi, I've had an Alcatel 4400 installed for about 6 months now, and have an ongoing problem connecting to our MRS server (Cycos).

The situation is: We cannot dial our voicemail access number (8305) from an office phone - we can an error "The number you have dialed is not authorized". We can dial this number from the outside though (using the full 11 digits) and it connects fine.

I've implemented a workaround - I set both the PBX and MRS to use a-law instead of mu-law - when this is set, both internal and external calls to that voicemail access number go through without a problem. Doing this has created other problems however:

1) Whenever a phone set is unplugged and plugged back in, there is a lot of static on the line (expected since the voice coding is different - phone is mu-law, PBX is set to a-law).
2) Whenever the MRS server is rebooted or the services restarted, calls to the VM access number have a lot of static on them. I must go onto the MRS server, in the Diva Server Configuration Manager, and set it to mu-law, then back to a-law.
3) If the DPT1 board is reset for any reason, all external calls (either into our system, or from our system out) have a lot of static on the line.

Bottom line is, we are able to use the system with everything set to a-law - the phone sets and DPT1 board remain on mu-law until they are unplugged/reset. Most of my problems are when my users unplug their phones (for whatever reason) and plug them back in, they have static on them and are unuseable - this is especially troublesome when I am traveling or do not have access to a computer to log into the PBX and set it back to mu-law, have the user plug the phone in, then set it back to a-law so that voicemail works again.

Can anyone shed some light on this problem?

... additionally, if I set the MRS server (in Diva Configuration Manager) to a-law (and leave the PBX at mu-law), then internal calls to MRS work fine, and external calls stop working (busy signal).
