Phone Feature class of service

Hi,
I have a system which is rel 9.0 and I want to stop external transfers.i have tried everything in phone feature class of service even give the extn different cos but i can still transfer calls externally as if its overriding the phone feature class of service.the parameters i have changed in the cos are transfer outgoing to outgoing, incoming to outgoing.

I think you can use "transfer COS" - manage for COS 5, "0" for COS 5.
Transfer COS number = Connection COS number and external line have 5 (default).
