Help! OXE. "speed dial" feature restriction

Good day!
Please, explain me, how I can restrict "speed dial" feature for some users on OXE? I have no ARS and can't analyse digits. The scheme is:
Professional trunk seizure feature has a code *98.
User dials the number (for example, "1"). 1 is the speed dial button configured as *981 (trunk seizure and sending 1 to trunk). I need to restrict these "1" and "7" (*987 speed-dial) for some users.

Try using Speed Dial number by Range. Then in Phone Feature COS you can restric the user to use or not between 32 different ranges.

You can manage barring=yes (in speed dialling) and forbid digits 1 and 7 (or TG access) in public network COS.
