You got your setup.exe from Vendor and this vendor is responsible for:
correct version (there are 3 soft panel server main lines: the classic CCD aka OTCC, the Premium aka OTPE, and the for Genesys ) and correct license
if you've got the instalation done, there is a 'documentation' link with PDF, some like 150-200 pages. it's a lot, but a must to read.
from what you've written you've got CCD / OTCC, so you need a CCS and RTIConnector.exe running, you've got that?
do you have a free RTI license on PABX ? (it was a separate item on quotation from your vendor, don't remeber WPL but if you havn't used any RTI like wallboard, you should have change in your ops from 0 to 1 ) ?
anyway, guys what you pay for, vendor takes money for product and leaves you with your problem? what country you live in, anyway?

FYI: CCD is being used only as backup routing method if GCE is being implemented.

We just have the standard edition of CCD running a RTI connector to the OXE. Guess we are stuck with a 20 minute refresh with this option then!

If your primary call center routing method is GCE (you have a RSI routing points in your PBX) then i think you will need to have at least Soft Panel for OTCC PE (premium edition) or for full genesys suite.
The last name-change of ALU products is somehow confusing me, but if you have a CCD routing then you will run RTI connector and it will provide you with data.

OK this delay in updating will also happen if your LAN is slow or the server is slow.
also check for the firewall & windows automatic updates, If ON disable & try

Ok...Let me brief u about this product
We have Alcatel GCE Rel 1.0 (Its Genesys Compact Edition) i think it has replace the premium Contact Center.
We have VisualCC instead of CCS.. (Supervisior Console)
We have SoftPanel Wall board connected to 42" Plasma TV.......Now the problem is it refresh the counters for the statistics every every 20 Mins or else i have to restart the Soft Panel Services (But not sure that make the counter change)
We dont have any setup files for the RTI as it not needed in this edition......
hope thats just the brief i can provide as i am also very new to this product
But i really appreciate this forum for so kind for responding and having such wonder suggestions and discussion.....the suggestions gives the ideas which motivate to resolve the issues

So you need a SoftPanelServer for Premium Version. Just go to the URL:

and you will have docs,
1st thing: do you have an Openness Pack Wallboard and Soft Panel Manager for you GCE?
Check in chicago.lic of your premium installation if you have the line: FEATURE CHICAGO_STATS_API_SEAT ?
2nd thing: your exe file should be named like premiumwbmsetup_X.X.X.exe
3rd could you connect (with simple telnet) from your soft panel server to premiumserver_ip on port tcp/4100 ?
server should be named in wbm\WEB-INF\classes\chicago.properties
chicago.serverHost = your-premium-or-gce-server-name
chicago.serverPort = 4100
after changing: restart the softpanelserve.exe service and see if under the 'realtime data' you have any statistics at all.

Thanks for all the support & responses.
this issue has been resolved by raiseing the eSR to alcatel-Lucent .They told to install new Rel 5.7.2 with WallboardAPI.jar file.
Its Working perfectly fine Now.
