Can someone tell me if they know of a UNIX patch for the DST in the US? I'm hoping there is short of just changing the time temporarily.

available on BPWS.
Example of US management for CST time (Chicago)
The string is: cst+6cdt;M3.2.0,M11.1.0
Description of the string:
• cst+6cdt to identify the standard and daylight time zone
• M3.2.0 3 for March, 2 for the second week and 0 for Sunday
• M11.1.0 11 for November, 1 for the first week and 0 for Sunday
Enter the time zone (default is cst+6cdt;m4.1.0,M10.5.0): cst+6cdt;M3.2.0,M11.1.0
After setting a new time zone, it should be better to restart the system
