SIP "No route to destination";cause=3

HI, I tring to connect 2 OXO with SIP as usually did.
But it is give an error
When do OXO1 send
Request: INVITE sip:7051@10.2.1.246;user=phone, with session description
the OXO 2 answer
Status: 404 Not Found

Inside the packge is this text
Reason: Q.850;text="No route to destination";cause=3

I really don´t know what to do.

I have checked all the Numbering Plan and ARS, but it look likes do not recognize this number.
For me, what is strange ir the "user=phone" that was not present in other configurations (or, I just never saw)

Hi!

We bring the both OXO to lab and it work there, then we check that the VPN network was too slow, and missing to many packges.

Then, we suppose it´s a Network issue.
